This element will address the capacity of individuals, our communities, institutions, businesses, and systems within Los Angeles to survive, adapt, and grow under times of critical stress from manmade and natural disasters. A safe, resilient city requires a holistic strategy that acknowledges the interdependent, complex social and infrastructure systems that make up the city in order to develop strategies to address potential risks for all populations.
